A História dos Pasquins no Brasil

O Pasquim foi um semanário brasileiro editado entre 26 de junho de 1969 e 11 de novembro de 1991, reconhecido por seu papel de oposição ao regime militar.

De uma tiragem inicial de 20 mil exemplares, que a princípio parecia exagerada, o semanário (que sempre se definia como um hebdomadário) atingiu a marca de mais de 200 mil em seu auge, em meados dos anos 1970, se tornando um dos maiores fenômenos do mercado editorial brasileiro.

A princípio uma publicação comportamental (falava sobre sexo, drogas, feminismo e divórcio, entre outros) O Pasquim foi se tornando mais politizado à medida que aumentava a repressão da ditadura, principalmente após a promulgação do repressivo ato AI-5. O Pasquim passou então a ser porta-voz da indignação social brasileira.

Em Bacuri - MA

Segundo O Pasquim “O ESPINHO”. Existe Uma Ação Civil Pública por improbidade administrativa, proposta pelas 22ª e 23ª Promotorias de Justiça Especializadas na Defesa do Patrimônio Público e da Probidade Administrativa, foi aceita pela 5ª Vara da Fazenda Pública no último dia 16. São alvo da ação o ex-prefeito de Bacuri- MA, Washington oliveira 40 (PSB), e o ex-secretário de Administração Rozendo. 

A ação civil pública é resultado da apuração de irregularidades cometidas pela comissão formada para atualizar a Planta de Valores Imobiliários Genéricos de Bacuri - MA, no final de 2012. Nas investigações, o Ministério Público verificou uma série de problemas, desde a composição da comissão, instituída por decreto do prefeito.

Foram designados para a comissão 12 pessoas ligadas a órgãos municipais e apenas seis representantes da sociedade civil. De acordo com a regra para composição de entidades que deliberem sobre questões relevantes para toda a sociedade, a composição deveria ser paritária.

Já o Pasquim da Oposição ao atual governo

O ex-prefeito de Washington Oliveira (PSB) dizia que deixaria o setor público “organizado”. Mas, ao assumir, o prefeito Baldoino Nery  (PR), garante que encontrou um “verdadeiro caos”. “O ex-prefeito não quis fazer a transição. Na prefeitura, não encontramos uma caneta e uma folha de chamex. Não havia conciliação bancária e ninguém, da equipe anterior, nos atendia. Parece que todos haviam evaporado. Por isso nosso advogado orientou-nos a bloquear cheques emitidos por Washington. O promotor de justiça do município me chamou para esclarecer o que estava ocorrendo e, após ouvir minhas explicações, entendeu o quadro lastimável que encontrei”, denuncia BALDOINO NERY.

O prefeito de Baldoino diz que houve “desvio” até de pneus. “Disseram que os pneus adquiridos estavam num ônibus. Não estavam. Descobriram, com o apoio de funcionários públicos, que estava num ferro-velho”, afirma. Depois, quando aliados de Baldoino entregaram documentos sobre o “encontro de contas”, Washington liberou os cheques. “Só estavam bloqueados os cheques do Banco do Brasil. Outros bancos decidiram não bloqueá-los.” Aliás, o ex-prefeito parecia mais interessado que os comerciantes recebessem o dinheiro do que com a cidade e com seus moradores. Ao procurá-lo, recebeu a informação de que estava “viajando”.

As máquinas e demais veículos da prefeitura estão sucateados, segundo Baldoino. Vai ficar muito caro recuperá-los. Fica-se com a impressão de que a cidade era administrada por vândalos incontroláveis.

Aos poucos, e mesmo sem fazer uma auditoria ampla — que deverá ser feita brevemente —, Baldoino está descobrindo informações relativamente precisas sobre as dívidas da prefeitura. É possível que o rombo seja maior do que aquilo que já foi apurado. O prefeito descobriu que, em novembro, Washington não pagou o parcelamento de 39 mil reais do INSS — a dívida total é de 127 mil reais. O Pasep de dezembro, de 31 mil reais, também não foi depositado. A prefeitura deve mais de 120 mil reais ao Ipasma.

Para tentar prejudicar a gestão de Baldoino, Washington não demitiu os funcionários comissionados e não concluiu os contratos — num flagrante desrespeito à Lei de Responsabilidade Fiscal. Poderá até ser acionado judicialmente e pode ficar inelegível para 2016, quando pretende disputar mandato.

Até a moldura do quadro da governadora ROSEANA SARNEY desapareceu. Baldoino teve de providenciar outra. Washington levou até os computadores do gabinete da  prefeitura. “Como ele alegou que a mesa era sua, não coloquei nenhuma objeção.”

A iluminação pública de Bacuri precisa ser melhorada com urgência, afirma Baldoino. “O ex-prefeito pagou 120 mil reais para ampliar e melhorar a iluminação das ruas, mas o problema persiste.”

Como não quer ficar apenas reclamando, Baldoino diz que está trabalhando praticamente todos os dias da semana — “sem descanso”. “Num só dia, retiramos 7 caminhões de entulhos da cidade. Todos querem nos ajudar”, diz o prefeito. “Estamos fazendo mutirões da limpeza em toda a cidade.” O  Pasquim está atacando Baldoino Nery de incompetência! Só que os escritores desse Pasquim estão esquecendo que passaram apenas 8 ( Oito anos).  No governo e nada fizeram para melhorar Bacuri -MA. Isto mais parece briga de Vizinhos, que outra coisa.

The Quibbler was a Brazilian weekly magazine published between June 26, 1969 and November 11, 1991, recognized for his role of opposition to the military regime.
