Fundo de Participação dos Municípios
FPM - Fundo de Participação dos MunicípiosO Fundo de Participação dos Municípios é uma transferência constitucional (CF, Art. 159, I, b), da União para os Estados e o Distrito Federal, composto de 22,5% da arrecadação do Imposto de Renda (IR) e do Imposto sobre Produtos Industrializados (IPI). A distribuição dos recursos aos Municípios é feita de acordo com o número de habitantes, onde são fixadas faixas populacionais, cabendo a cada uma delas um coeficiente individual. Os critérios atualmente utilizados para o cálculo dos coeficientes de participação dos Municípios estão baseados na Lei n.º. 5.172/66 (Código Tributário Nacional) e no Decreto-Lei N.º 1.881/81. Anualmente o Instituto Brasileiro de Geografia e Estatística - IBGE, divulga estatística populacional dos Municípios e o Tribunal de Contas da União, com base nessa estatística, publica no Diário Oficial da União os coeficientes dos Municípios. A Lei Complementar 62/89 determina que os recursos do FPM serão transferidos nos dia 10, 20 e 30 de cada mês sempre sobre a arrecadação do IR e IPI do decêndio anterior ao repasse. Text in English FPM - Municipalities Participation Fund The Municipalities Participation Fund is a constitutional transfer (CF, Article 159 I b) of the Union to the States and the Federal District, composed of 22.5% of the collection of income tax (IR) and Tax (IPI). The distribution of resources to the municipalities is made according to the number of inhabitants, which are fixed groups of population, with each of them a single coefficient. The criteria currently used to calculate coefficients of participation of municipalities are based on Law no. º. 5.172/66 (tax code) and Decree-Law No. 1.881/81. Every year the Brazilian Institute of Geography and Statistics - IBGE publishes statistical population of the Municipalities and the Court of Audit, based on that statistic, published in the Official Gazette the coefficients of Municipalities. Supplementary Law 62/89 states that the resources of the FPM will be transferred in the 10th, 20th and 30th of each month always on the collection of IR and IPI ten days prior to the transfer.
